New Enhanced Performance Management Tool

One part of the UGA Journeys project includes performance management to support staff development.  Annual evaluations have moved into the Professional Education Portal (PEP) and now include the staff competency model as evaluation criteria.  The rubric descriptors for the core and leadership competencies (where applicable) provide supervisors with foundational language for performance conversations and staff with specific recommendations for growth opportunities.  The annual evaluation is one of several tools in PEP that support a continuous, conversation-based approach to performance. All learning opportunities in PEP are aligned with the staff competency model and will provide some recommended learning as a part of the evaluation process. Staff will also have access to the Professional Development Plan templates designed to further knowledge and skills in certain areas. 

What is the new performance management evaluation tool?

The new performance evaluation delivery tool, administered through the UGA Professional Education Portal (PEP), will use five core competencies as the new standard by which the performance of all staff at UGA will be measured.  For applicable individuals, there are also two leadership competencies, Supervises Others and Champions Innovation.

What is a competency?

A competency is a combination of observable and measurable knowledge, skills, abilities and other characteristics (KSAOs) that contribute to enhanced staff performance and ultimately result in organizational success. 

What are the core competencies in a staff evaluation?

  • Acts With Integrity 
  • Communicates Effectively 
  • Learns and Shares 
  • Makes Sound Decisions 
  • Serves Others 

The various KSAO components of these competencies can be found here. In addition, UGA staff who have direct reports will have the additional leadership competency of Supervises Others as a part of their own performance evaluations.  

What are the job performance competencies in a staff evaluation? 

  • Technical Knowledge 
  • Professional Skills 
  • Job Performance
  • Standard Operating Practices  
  • Safe Work Practices

What are the job performance competencies in a staff evaluation? 

Each KSAO above will receive a rating. The KSAO rating will be averaged to create a competency rating. A rating of "Consistently Delivers" is the target score, as noted in the foundational rating scale below. Please note that all KSAO’s have specific rubric descriptors, which can be found here.    

  • Role Model: Consistently exceeds or delivers beyond expected standards for all behaviors. Influences others to perform better.  
  • Exceeds Expectations: Consistently delivers on expected standards and demonstrates a pattern of one or more of the role model behaviors.  
  • Consistently Delivers: Consistently meets standards. Demonstrates a strong understanding of roles and responsibilities. Requires little or no additional direction or support to achieve expected standards.  
  • Developing: Sometimes meets standards. Needs continued development (additional training/learning) or direction on one or more behaviors.  
  • Needs Improvement: Does not consistently meet expected standards. Additional Direction and support are needed on several behaviors.  

Why is this new process important?  

This new process is centered on a growth mindset for staff and supervisors. It also focuses on strengths and areas of development. As UGA shifts to this new process and rating scale, supervisors will be able to more effectively highlight strengths and areas of opportunity.
